A number of significant changes have been made to the Law “On Medical Insurance” of the Republic of Azerbaijan, which came into force on January 1, 2026.
First and foremost, changes have been made to the amount of medical insurance premiums applied to salaried income. For persons employed by insurers that do not operate in the oil and gas sector and belong to the non-state sector, the following amounts will be withheld: by the insured party, 2 percent from the portion of the employee's salary up to 2,500 manats and 0.5 percent from the portion exceeding 2,500 manats; by the insurer party, 2 percent from the portion of the salary up to 2,500 manats and 0.5 percent from the portion exceeding 2,500 manats.
With another change made to the Azerbaijani Law “On Medical Insurance”, medical insurance premiums must also be paid for persons falling within the scope of informal employment. Specifically, persons falling within the scope of informal employment as provided for in the Law of the Republic of Azerbaijan “On Employment” act as the insured themselves. The body (institution) determined by the relevant executive authority acts as the insurer of these insured persons. The procedure for identifying these insured persons will be determined by the body (institution) designated by the relevant executive authority. When this procedure comes into force, the obligation on the payment of the medical insurance premium for these persons will take effect. The relevant executive authority approves this amount.
