Azerbaijan energy control regulations prepared by CLC legal support adopted

 

We are delighted to inform that “Effective use of energy resources and state control in the field of energy efficiency" Regulations which Caspian Legal Center legal team together with Azerbaijan Energy Regulatory Agency participated in the preparation were approved by the Decree of the President of the Republic of Azerbaijan dated July 17, 2023. 

 

Thus, the Paris Agreement adopted at the 21st Conference of the Parties to the Framework Convention on Climate Change of the United Nations (UN) has set goals in order to strengthen the global response to the threat of climate change which is mainly to keep the global average temperature  below 2°C till the pre-industrial level and limiting temperature increase to 1.5°C.

 

In 2016 The Republic of Azerbaijan made an obligation to reduce an emission 35% of greenhouse gas by 2030 compared to 1990 following the approval of Paris Agreement with the law of Republic of Azerbaijan and Sustainable Development Goals of United Nations (UN). From that obligation and the implementation of subsection 1.1.3 of the Decree of the President of the Republic of Azerbaijan dated August 20, 2021 No. 1433 on the implementation of the Law No. 359-VIQ dated July 9, 2021 of the Republic of Azerbaijan "On the efficient use of energy resources and energy efficiency", the Regulation "Implementation of state control in the field of efficient use of energy resources and energy efficiency" (hereinafter "Regulations") was adopted.

 

These Regulations define the directions of control in the field of energy efficiency and the features of monitoring of the measures established to achieve the goals in this field. The Regulations may be accessed via this link.
